I have a question about controlling the wahoo and the voluum with a midi controller.
I need to do the same than the footswitch and the up and down buttons.
Is it possible?

You can assign a MIDI controller to act as the "footswitch", but it will only control the effect on/off function of the footswitch. It won't control other special modes (long presses).
Up/down buttons can't be controlled directly, but you can easily select presets using MIDI program change. By default, each preset can be selected using it's number (00-99), with bank select used to switch between user (bank 0) and factory (bank 1) presets. If you use the new setlist feature you can assign any program numbers you like for your presets, which can make things a bit easier and more organised.

By default, the CC used is #4 (footswitch) but you can change this using the editor to use any CC.
Effect on will occur when the CC value is >= 64.
Effect off will occur when the CC value is < 64.
Typically, you just sent values 0 and 127 to turn off and on.

No, the same message can't be used to toggle the effect. The CC value needs to change.
