Is it possible to have the volume pedal always functioning as a volume pedal independently from other presets? Meaning, could I use the volume as a volume pedal and switch the presets on and off for compressors, trems, and gates individually without altering the state of the volume function? Or, would this be more like adding those features into presets where the volume is part of the preset. When turned off however, I would think it would disable the volume pedal feature.

Yes, you can do this.
For bypass, you need to use the "Preset Bypass" mode which lets you select a preset that will be used in bypass mode (e.g., a basic Volume pedal).
For using other presets, you are correct that you need to enable the volume effect in each of the presets where you want it to be active.
